DUTIES:Back to top You will serve as a Legal Instruments Examiner at the National Maritime Center, Mariner Evaluation Division (NMC-5) in Martinsburg, WV responsible for receiving and processing applications for U.S. Merchant Mariner Credentials (MMCs).Being a CG civilian makes you a valuable member of the CG team. Typical work assignments (at the full performance level) include:-Reconciling contradictions, conflicts and inconsistencies in documentation submitted in support of an application for a Coast Guard issued credential.-Exercising judgment in determining the applicability of legal guidelines and the reasonableness of such guidelines to individual cases.-Providing written and oral accurate, authoritative, and explicit replies other government agencies, maritime academies, maritime schools, other professional maritime organizations, and the general public on all matters concerning the technical knowledge, processes, production, and/or other aspects of credentialing maritime personnel.-Responsible for quality assurance and ensures that all work is performed in accordance with the Mission Management System (MMS) and that the MMS accurately reflects all work performed.-Working with evaluators of lower grades and answers any questions concerning the evaluation of mariner professional qualifications.-Helping, guiding, and assisting section members in resolving more complex or difficult application packages.-Responsible for preparing clear and concise final NMC responses to Requests for Reconsideration or Appeals to application denials. QUALIFICATIONS REQUIRED:Back to top GS-09 Grade Level: Applicants must have at least one year of specialized experience at the next lower grade level equal to the GS-08 level in the Federal Service. SPECIALIZED EXPERIENCE: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples of specialized experience includes but is not limited to, the review, examination, and adjudication of applications and supporting documentation in approving and issuing professional and/or occupational credentials and licenses.GS-8 Grade Level: Applicants must have at least one year of progressive specialized experience at the next lower grade level equal to the GS-07 level in the Federal Service. SPECIALIZED EXPERIENCE: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples of specialized experience includes but is not limited to, examination and adjudication of applications and supporting documentation in making recommendations to Evaluation Specialists for issuance of professional and/or occupational credentials and licenses. GS-07 Grade Level: Applicants must have at least one year of specialized experience at the next lower grade level equal to the GS-06 level in the Federal Service. SPECIALIZED EXPERIENCE: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples of specialized experience includes but is not limited to, prepares examination packages containing applications and supporting documentation and forwards to higher graded specialists with responsibility for administrative review.

Knowledge of merchant shipboard duties as well as military ratings and the duties associated with those ratings including entering data into various computer systems and databases.
