The Program Manager (Director, Regional Office) serves as the Director for a Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Regional Office (RO) located in Huntington, WV. As the Director, the incumbent is fully responsible to the Under Secretary for Benefits through the Area Director for the effective, efficient, and economical direction, control, and operation of the VBAs program of benefits and services provided by law for Veterans, their dependents, and beneficiaries, and services for other Federal agencies, allied governments, and miscellaneous beneficiaries within the limitations of established policies and delegated authority. Responsibilities include; coordination, integration, and management of the veterans benefits and administrative programs of the Regional Office.

MAJOR DUTIES:

  • Establishes Regional Office policies and procedures consistent with national mandates.
  • Delegates authority and responsibility in line with VA policies and procedures to supervisory staff exercising control as circumstances require facilitating efficient and effective management that ensures that benefits/services are provided in a timely, objective manner with respect to speed, accuracy, customer satisfaction and employee development.
  • Determine Regional Office goals and the development of long and short-range plans to achieve these goals.
  • Determines the resources required, allocates available resources among subordinates units.
  • Responsible for the effective and economical use of resources.
  • Direct the administration of an effective position management program.
  • Possess the ability to provide guidance, instruction and oversight of case management of an appellate inventory of veterans benefits claims between 10,000 - 30,000 pending appeals.
  • Establish and maintain effective public relations with the veteran population, veterans organizations public officials, state and local government officials, education and training establishment officials and the general public.
  • Promotes and maintains an effective labor-management relations program.
  • Represent VBA on numerous committees involving other government agencies and outside organizations with authority to make decisions not in conflict with mandatory procedures or controlling laws.

PHYSICAL REQUIREMENTS: The work is primarily sedentary; some walking and light lifting within the work area may be required.

To qualify for this position, applicants must meet all requirements by the closing date of the announcement.

GS-15: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: progressively responsible senior management work experience which required comprehensive knowledge and experience in the areas of compensation, pension, annuity/disability benefits administration; applying methods, practices and processes of the daily management of programs; establishing priorities and determining resource needs to meet program objectives; monitoring and controlling the program progression and effectiveness through the interpretation, analysis, and application of policies, directives and implementation of decisions; mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness, the improvement of complex processes and systems; identifying program-relevant problems, opportunities, and issues requiring attention and support; and conceiving, formulating, and executing programs and activities to respond to existing or emerging priorities and issues. Candidates must also demonstrate in their work experience or training that they possess, or have the potential to develop, the qualities of a successful supervisor. Such experience may have been gained in the federal or private sector and must be substantive and relevant to the claims adjudication process for compensation, pension, dependency/indemnity compensation, or similar disability/annuity programs. If your resume does not detail specific management experience related to the administration of benefit programs as described above, then you will not receive credit for qualification.

There is no educational substitution for the GS-15 grade level.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position. This training and/or experience MUST be reflected by descriptions of your experience in your resume.

  • Knowledge of Federal, state, and local laws, regulations, policies, guides, procedures and judicial determinations, applicable to the administration of compensation, pension, disability, and annuity benefits or similar benefit programs.
  • Skilled in planning and implementing project management activity based plans, evaluate their effectiveness, document results and provide recommendations for efficiency.
  • Ability to manage and/or supervise the work activities of subordinates.
  • Ability to analyze, comprehend, and apply decisions derived from a variety of data or complex information.
  • Ability to communicate with all levels of the organization within a national and/or regional organization, as well as with external parties and stakeholders to present goals, strategies, and plans of the organization or agency; even when communicating with individuals having divergent opinions and priorities.

HOW YOU WILL BE EVALUATED:

After the vacancy announcement closes, applicants are evaluated against the questionnaire responses and placed in one of the three quality categories; Best-qualified, Well-qualified, or Qualified. Qualifying Veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. All other qualified veterans will be placed at the top of the appropriate quality group, based on responses to the questionnaire.
