This position is located within the Facility Management Service at the Martinsburg VA Medical Center.  The incumbent serves as member of the Projects Section.  The duties of the position include assisting in the development of and review of contract plans and specifications for projects as well as the contract administration during construction of the projects.  The projects include, but are not limited to, Nonrecurring Maintenance (NRM), Minor, Majors, Miscellaneous Construction, In-House Designed Project, etc., periodic service contracts.  The incumbent serves as a technical advisor in the development and submission of the Facilitys Strategic Capital Investment Plan as necessary.  The incumbent also provides professional engineering support to the Maintenance, Operations, and the Biomedical areas of the hospital.

These responsibilities may consist of serving as the advisor, consultant, designer, contract administrator, construction coordinator and inspector during the design of all projects assigned. The duties of this position include but are not limited to:

  • Maintaining a library of Master Construction Specifications and Drawings as well as maintaining a technical reference library of codes, standards and other regulations that are applicable to the construction industry (OSHA, NFPA, ANSI, etc)
  • Serving as the Contracting Officers Technical Representative (COTR) for the design process.  Serving as the alternate COTR during the construction phase and acting as an advisor to the primary COTR.
  • Assisting in the development of and review of contract plans and specifications for projects as well as the contract administration during construction of the projects. 
  • Serving as a resource person to other General Engineers and Engineering Technicians within the Medical Center.
  • Providing guidance in the administration and design of construction projects and assisting other personnel in the resolution of complex construction and/or maintenance problems encountered.

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

     

    Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

    Specialized Experience:  Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.  Examples of specialized experience would typically include, but are not limited to: 

    • Serving as an advisor, consultant, designer, contract administrator, construction coordinator and instructor during the design of all projects assigned.
    • Working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations.

    There is no educational substitution for the GS-12 level.

    You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.


    KSA 1 – Provides ongoing and follow-up information as well as all documentation required for management of construction contracts.
    KSA 2 - Knowledge in modifying, developing, and writing specifications, and overseeing construction of a variety of complex layouts, utilities, and communication systems unique to the construction program of healthcare facilities.
    KSA 3 - Ability to communicate effectively via written reports and presentations on a wide range of technical and administrative matters understandable to individuals of different backgrounds.
    KSA 4 - Ability and knowledge required to efficiently administer construction contracts of all varieties and proper training to effectively fill the role of Contracting Officer’s Technical Representative.

    A professional engineering degree is required. To be acceptable, the curriculum must: (a) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (b) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (1) statistics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical field and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
