  • Reviews decisions for which the appeal period has not yet expired, including the facts and evidence submitted in support of the claim, made by the VSR or RVSR.
  • Upholds existing decision or overturns it based on the same facts and evidence considered by the previous decision-maker.
  • Accepts and reviews new evidence, when presented, prior to rendering a decision.
  • Conducts informal hearings to obtain additional information from claimants, veterans, and advocates.
  • Conducts formal hearings on the record when informal efforts fail to resolve issues.
  • Render decisions that serve as a basis for payment or denial of benefits to claimants and for determination of the amounts payable or recoverable across a wide variety of federal benefits.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Thursday, July 11, 2013.

 

Time-in-grade:  Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements.

 

At the GS-13 level:  52 weeks at the GS-12 or higher or equivalent.

 

Experience:  Applicants must meet the specialized experience requirements as described below.

Specialized Experience:  Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-12 level in the Federal Service.

 

Specialized Experience would typically include, but is not limited to:

  • Reviewing and rating disabilities.
  • Adjudication and authorization on pension and compensation.

Employment examples may include, but are not limited to:

  • Rating Veteran Service Representative.
  • Veteran Service Representatives.

HOW YOU WILL BE EVALUATED:

Applicants must possess training and experience that clearly demonstrates they possess the following knowledge, skills, and abilities. This training or experience must be reflected by description of your experience in your resume.

  • Ability to expertly apply laws, guidelines, regulations and precedent opinions in order to provide an accurate analysis and evaluation of appeals and rating decisions and determinations of entitlements.
  • Ability to communicate orally and in writing to facilitate positive feedback to employees and work in concert with supervisory personnel in identifying deficiencies in individual performances based on the outcome of review.
  • Knowledge of the principles, practices, techniques and tools used in the analysis, design, delivery of training programs.
  • Knowledge of analytical, qualitative and quantitative techniques sufficient to identify, evaluate, and recommend appropriate changes to management.
