The Chief, Nutrition and Food Service (N&FS) is the director of the department. The Chief is responsible for the provision of high quality food production, service, and effective nutrition therapy to the veteran population served, The Chief has full and final technical, professional, and administrative responsibility for planning, developing, organizing, staffing, implementing, and evaluating a functionally comprehensive nutrition program. Supports hospital mission and coordinates departmental activities with other services in the medical center, ambulatory clinics, and the local community.

Management/Administrative/Program Planning:

Establishes organizational structure and guidelines, performance standards, reporting requirements, and defines the lines of authority and supervisory controls necessary and essential in carrying out the mission of the service.

Provides leadership and guidance to ensure that all diverse activities of the staff are closely coordinated in order to achieve an effective integration of the key elements of patient care, education, and training.

Oversees and/or coordinates policy and procedure for nutrition care of veterans in the continuum of care and in a multidisciplinary model. Assures that all policies and procedures are incompliance with VA manuals, Central Office Guidelines, N&FS program guides, VISN guides, professional guidelines and JCAHO standards.

Assures the menu planning, subsistence purchases, production, and delivery of safe, high quality, nutritionally adequate meals. Provide final approval of food standards and menu cycle.

Develops service priorities which address the goals and objectives of the medical center, healthcare system and VISN. Coordinates service activities to accomplish identified priorities and ensure compliance with VHA directives and medical center policy/procedures to provide for customer satisfaction.

Directs the technical, professional and administrative functions of the service. This requires the coordination and integration of technological advances, administrative changes, and teaching within the service.

Provides leadership, support, and/or serves on the Nutrition Committee, Nutrition Support Team, MOVE! program, and other nutrition related initiates.

Establishes a service plan for emergency preparedness. Oversees and coordinates N&FS equipment purchases, replacement, and inventory.

Resource Management:

Develops and administers a human resource management program for all employees that maximizes staff performance and job satisfaction and supports labor-management cooperation. Develops and implements staffing and position management goals that will support high quality food service, complex clinical nutrition care and constantly promote effective manpower utilization.

Develops and administers a budget management program that provides for the effective utilization of available financial resources, adequate monetary controls, and budget estimates based on accurate and applicable data. Plans and justifies an annual budget for subsistence, supplies and personnel costs. Benchmarks against other VA facilities offering similar service as well as private sector to assure cost effective services. Communicates with and advises Fiscal regarding the status of N&FS resource management.

Seeks and evaluates opportunities to reduce operating costs without jeopardizing nutritional care provided to patients including oral, enteral, and parenteral nutrition.

Quality Improvement:

Develops and directs a performance improvement program to continually monitor major functions of N&FS for quality and appropriateness of nutritional care.

Assures that the performance improvement program is in compliance with applicable standards established by OSHA, HACCP, VHA, JCAHO and other reviewing agencies.

Modifies the nutrition care program to accommodate changes associated with administration, science, education and research. Assures nutrition activities are coordinated with other initiatives at a local, VISN and national level to provide for a quality nutrition care program.

Supervisory:

Provides leadership to N&FS, which consists of professional and non-professional staff. Provides direction and presents conclusions and recommendations to staff at departmental meetings.

Directs personnel management program for the service by making decisions on all personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions.

Reviews cases, documents, and takes disciplinary action for employees with poor performance records and those involved in service disciplinary actions.

Promotes positive labor-management relations by hearing employee grievances and complaints that are not resolved at a lower supervisory level. Responds to EEO complaints and unfair labor practice charges.

Assigns work to subordinates based on priorities, capabilities of the employee, selective considerations of the difficulty, and requirement of the assignment.

Delegates responsibility and authority to subordinate supervisors and holds them responsible for the performance of their sections. Guides subordinate supervisors on problems solving, decision making, delegation, change management, confrontation management, performance improvement management, and labor-management relations.

Reviews attendance records of employees to ensure a balanced workforce and to maintain or improve attendance. Approves or disapproves leave requests of subordinates.

Approves recommendations for incentive awards and rewards employees for good performance.

Completes evaluations of subordinates and reviews evaluations made by subordinate supervisors on employees they supervise.

Education/Staff Development:

Assures that locally available educational funds, and any other funding available for staff education, are effectively utilized for the benefit of the medical center and the maximum development of N&FS staff.

Recommends training to improve efficiency of work force and increase manpower utilizations using personal observation and employee surveys.

Directs the nutrition related training for other disciplines and trainees so they can perform their patient care duties more efficiently.

Serves as a mentor for N&FS staff and medical center staff using knowledge of management techniques to promote personal and professional growth and development.

Assures that professional staff is competent to perform their assigned duties and that they remain abreast of advanced technologies and changes in nutrition therapy. Assures that the staff is confident in their area of expertise to serve as the nutrition expert for other healthcare professionals.

Directs and implements annual in-service training schedule to assist N&FS supervisory personnel in implementing an effective program to meet the needs of all N&FS employees

Coordinates the education and training program in the service for all levels of employees. The program considers the needs of all levels of employees to ensure all are competent. Establishes a mechanism to monitor the effectiveness of N&FS training programs.


Security:

Protects sensitive data from unauthorized release, loss, alteration or unauthorized deletion.

Informs and enforces ADP security guidelines and follows applicable regulations for access to computer files.

Develops and implements procedures and provides full support to the healthcare system AIS program by complying with Federal and VA regulations.

Support:

Provides input to medical center and healthcare system long and short range planning and assists in the development and implementation of a policy which reflects the goals of the agency and VISN.

Maintains effective communication with medical center staff to identify and assist in the resolution of a wide variety of programs. Encourages and supports proactive planning.

Participates as a full member, or chair when assigned, on interdisciplinary committees and on special projects and activities.

Participates in the planning of all new construction and modernization projects that impact the nutritional care of patients

Serves as a consultant to the executive leadership and VISN in matters pertaining to N&FS.

Collaborates with other service chiefs and other officials in the medical center to negotiate and /or make decisions on N&FS related matters affecting the medical center. Collaborates with staff at other VAs both within and outside the VISN to benchmark or develop policy, programs, and projects.

Interprets and advises other services, programs, and top management concerning general agency guidelines the impact N&FS.

 

Work Schedule: Primary tour Mon-Fri 8AM-4:30PM. However, subject to change based on needs of the service and the Medical Center.

BASIC REQUIREMENTS

  a.  Citizenship.  Citizen of the United States.  (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.)

  b.  Education.  The individual must have earned a minimum of a bachelor’s degree from a U.S. regionally accredited college or university, and fulfilled each of the following criteria:

  (1)  Completed a didactic program in dietetics accredited by the Commission on Accreditation for Dietetics Education (CADE).

  (2)  Completed a CADE accredited supervised practice program.

  (3)  Passed a national examination administered by the Commission on Dietetic Registration (CDR), the credentialing branch of the American Dietetic Association (ADA).

  c.  Registration

  (1)  All applicants must be registered with the CDR.

  (2)  Non-registered applicants who otherwise meet the minimum requirements in the basic qualification standard may be appointed as a graduate dietitian under the authority of 38 U.S.C. § 7405 (a) (1) (D).  Failure to obtain CDR registration during that period is justification for termination of the temporary appointment.  This may result in termination of employment. 

 

GS-12

  (a)  Experience.  Completion of 1 year of experience equivalent to the next lower grade level directly related to the position being filled, and must fully meet the KSAs at that level.  In addition, the candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment specific KSAs designed by an asterisk (*):

  (b)  Demonstrated Knowledge, Skills, and Abilities

  1.  Knowledge of more complex investigative processes and techniques in order to direct or participate in the design of studies, collect data, conduct statistical analysis, interpret findings, and translate results into written and oral communication.

  2.  Knowledge of, and ability to, apply quality standards as specified by regulatory and accrediting organizations.

  3.  Knowledge of the principles of program management and oversight required to develop program goals and objectives, administer and monitor program, coordinate associated activities, evaluate program outcomes/accomplishments, redefine priorities, modify goals/objectives and implement changes in processes/systems as needed.

  4.  Ability to assess competence, evaluate, and monitor the continuing education needs of professional staff.

  5.  Ability to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.

  6.  Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.

  7.  Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, review activities of groups of professional subordinates.

  (b)  Demonstrated Knowledge, Skills, and Abilities

  1.  Knowledge of, and skill in applying, the theories and practices of clinical nutrition and food service systems management sufficient to resolve complex, controversial, or precedent-setting matters.

  2.  Demonstrated skill in making decisions on problems presented by subordinate supervisors, team leaders, or other personnel.

  3.  Skill and ability to effectively communicate and advise senior management officials.

  4.  Ability to evaluate subordinate supervisors or leaders and serve as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors.

 Service Chief.  Individuals assigned as service chiefs must have at least 1 year of creditable experience comparable to the next lower grade level.  The experience must evidence possession of supervisory and management skills.  Individuals assigned as service chiefs have full responsibility for managing and supervising all phases of nutrition and food service operations.

  (a)  Experience.  Completion of 1 year of experience equivalent to the next lower grade level directly related to the position being filled, and must fully meet the KSAs at that level.   In addition, the candidate must demonstrate the following technical KSAs

  (b)  Demonstrated Knowledge, Skills, and Abilities

  1.  Knowledge of clinical nutrition and principles of medical nutrition therapy sufficient to direct the clinical nutrition section at multiple sites, and the ability to coordinate clinical nutrition needs of patients with the administrative section (food production and service) at multiple medical centers, including consolidated facilities.

  2.  Knowledge of, and ability to, apply appropriate standards as specified by regulatory and accrediting organizations at multiple medical centers, including consolidated facilities.

  3.  Knowledge of the principles of management required to establish program goals and objectives, to plan and administer a program, coordinate associated activities, evaluate program accomplishments, redefine priorities, and modify objectives at multiple medical centers, including consolidated facilities.

  4.  Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, and review the activities of groups of subordinates that have diverse functions at multiple medical centers, including consolidated facilities.

  5.  Ability to assess the clinical competence, and evaluate and monitor the continuing education needs of professional staff at multiple medical centers, including consolidated facilities.

  6.  Ability to act as a mentor/consultant for health care providers including registered dietitians, dietetic interns, nurses, physicians, and allied health professionals at multiple medical centers, including consolidated facilities.

(c)  Assignments.  Employees at this level typically serve as an assistant chief for the nutrition and food service at a large facility, or a service chief at a small to mid-size facility.  For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.
