The Health System Specialist (HSS) providessupport to the Associate Director for Patient Care Services (ADPCS) who directsthe operations of Nursing, Sterile Processing Department (SPS), and Education,programs for the Louis A. Johnson VAMC. The Health Systems Specialist assistswith the administration of Patient Care Services, directs personnel, assistswith budgeting/finance management, etc, and supports the PerformanceImprovement Program for Patient Care Services.

 

Major Duties/Responsibilities

 

~ Employs an expert knowledge of health caredelivery systems, and Medical center program functions, in designing andcarrying out methods and techniques that address mission mandates and ExecutiveLeadership concerns.

~ Serves as the Medical Center liaisonbetween the ADPCS and local Federal agency representatives, Congressionaloffices, Veterans Service Organizations, Regional Council, community medicalcare facilities, the affiliated medical school, professional societies,community organizations and members of the general public.

 

~ Investigates unresolved administrativeproblems in patient care and employee areas under the jurisdiction of the ADPCSand recommends solutions for these issues.

 

~ Implements resolutions independentlywhen necessary.

 

~ Incumbent establishes an atmosphereconducive to the accomplishment of the basic mission of the medical center.

 

~ Providesleadership and sets priorities in utilization and implementation of soundpersonnel practices and principles for the health care system and in dealingwith personnel actions which affect key employees or have possible serious repercussions.

 

~ Other duties/responsibilities as assigned.

 

Physical Demands: Work is primarily sedentary, althoughsome physical effort may be required. Must be able to lift 15 pounds.

 

Work Environment: Work is typically performed in anadequately lighted and climate controlled office. May require travel to otherdivisions and exposure on patient units or in kitchen environment when requiredto visit these areas.

 

Tour of Duty: Monday thru Friday, 7:30A.M. to 4:00P.M. or 8:00 A.M. to 4:30 P.M. however, subject to change, depending on theneeds of the service.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 

 

Time-in-grade: Federal employees must serve a minimum of 52 weeks at a particular grade to be eligible for promotion consideration to the next higher grade. For this vacancy, applicants must have served 52 weeks in a GS-9 position or higher to be eligible for the GS-11 level. Experience working in a health care facility or a higher organization echelon with advisory or directional authority over such facilities.
