This position is located within the Transportation Section of the Facility Management Service at the Martinsburg VA Medical Center.  The purpose of the position is to manage the fleet services for the Martinsburg VA Medical Center.  The primary duties and responsibilities of the Fleet Mangers are to coordinate the data submitted by various Services with the three division for fleet services.  These fleet vehicles are VA purchased, leased and donated vehicles for use by all services and their employees, VISN employees, DAV, Out Patient Clinics and Vet Centers.

The duties of the position include, but are not limited to,

  • Coordinating, planning, budgeting, and maintaining consistency fleet services.
  • Communicating agency and local policies and priorities to all employees who are using vehicles and equipment in the fleet.
  • Analyzing all vehicle use, including mileage, number of trips, numbers of passengers always making sure the fleet is right sized and maintained with VA and GSA standards to optimize maximum efficiency.
  • Communicating and interacting effectively both orally and in writing with a wide range of individuals with varying levels of understanding.
  • Administering and providing technical advice on the overall Fleet management program to the Chief, Engineering Service, in the modification of fleet systems and to meet the needs of the facility.

Time-in-grade:   Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience:  Applicants must have one year of specialized experience equivalent to the next lower grade level which has equipped the applicant with the particular knowledge, skills and abilities (KSA) to successfully perform the duties of the position.  Experience is typically in or directly related to the work of the position to be filled.

Typical specialized experience would include one year of work experience performing duties such as:

Reviewing, recording, or compiling information related to vehicle assignment and use, mileage reports, preventive maintenance services, accidents, billing, or other program data; conducting or assisting in inspections or investigations of assigned vehicles and ensuring optimum vehicle availability, and preparing and issuing paperwork to initiate, document, or complete transportation actions.

Physical Requirements:  Most of the duties of this position are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required.  Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies.

KSA 3 - Ability to coordinate and carry out request for vehicle use.
KSA 4 - Knowledge of VA guidelines, policies, and procedures as contained in Federal Fleet Management Guidelines.
