This position involves a multi-grade careerladder. The major duties listed below represent the full performance levelof GS-09. At the GS-7 grade level, the incumbent performs assignments of a morelimited scope and with less independence. The incumbent will progressivelyacquire the background necessary to perform at the full performance level ofGS-09. Promotion is at the discretion ofthe supervisor and is contingent upon satisfactory performance, availability ofhigher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
The purpose of this position is to serve as a Contract Specialist for the US Department of Veterans Affairs with responsibility for performing professional work involving the procurement of supplies and services using procedures outlined in the Federal Acquisition Regulations. VA Acquisition Regulations, Public Laws, and Agency policy. Some examples of equipment, supplies, and services procured include but are not limited to: medical or facility equipment, medical surgical and other facility operations supplies, equipment repair services, and information technology (IT) services to include hardware and software. The employee must be Level I FAC-C certified or equivalent. Although work leading to contract award can be accomplished without a contracting officer warrant, it is anticipated that the employee will be required to execute their own contract awards and provide signatory authority for staff that lack requisite warrant authority. When requested by supervisor, incumbent must apply for a Level 1 Contracting Officer Warrant, accept contracting officer warrant, and provide the signatory authority for contracts within their warrant authority. Warrants will be granted based on workload, needs of the agency, and upon recommendation of the supervisor.

GS-7 Qualification Standards:
Possess a bachelors degree and possess a superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Bairds Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Possess one full year of graduate level study, or possess a masters or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc. My field of study for at least one year of my postgraduate education was in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Possess at least one year of specialized experience performing work of the type listed in the following examples: developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts; or negotiating and awarding contracts, contract modifications, and subcontract; or in legal practice involving the analysis of procurement policies and procedures; or administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination; or analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general administrative expense. NOTE:A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Possess an equivalent combination of education and experience to meet the total experience requirements for the GS-7 grade level. NOTE: To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level.Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. Unofficial transcripts required. Have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-7, GS-9, GS-11 or GS-12.
PHYSICAL REQUIREMENTS: The subject position is primarily of an administrativenature in an office setting, however where travel to worksites is required there may be light physical work required, such as walkingover uneven surfaces, or assisting technical personnel in taking measurements.
